A partnership of several organizations\u2014the Philadelphia Water Department, the Department of Parks and Recreation, the Trust for Public Land and the Mural Arts Foundation\u2014will implement the effort, which has both recreational and environmental benefits:<\/p>\n<blockquote><p>The Water Department\u2019s role is significant.
