As key partners in planning for the City&#39;s future, Philadelphia Water Department&#39;s <a href=\"https:\/\/www.phila.gov\/water\/sustainability\/Pages\/ClimateChange.aspx\" target=\"_blank\" rel=\"noopener\">Climate Change Adaptation Program<\/a> prepares us for climate change impacts. More: <a href=\"https:\/\/t.co\/SHk03v9x6A\">https:\/\/t.co\/SHk03v9x6A<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/ClimatePHL?src=hash&#038;ref_src=twsrc%5Etfw\">#ClimatePHL<\/a> <a href=\"https:\/\/t.co\/FOFuNTsjyQ\">pic.twitter.com\/FOFuNTsjyQ<\/a><\/p>\n<p>\u2014 Philadelphia Water (@PhillyH2O) <a href=\"https:\/\/twitter.com\/PhillyH2O\/status\/1197655862657073152?ref_src=twsrc%5Etfw\">November 21, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<h4><strong>Big picture:<\/strong> we have two programs dedicated to addressing climate change.<\/h4>\n<p>One is focused on mitigation\u2014that\u2019s doing our part to lessen PWD\u2019s contribution to climate change <a href=\"https:\/\/www.phila.gov\/water\/sustainability\/energy\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">by <strong>saving energy<\/strong> and using <strong>renewable energy sources<\/strong><\/a>.<\/p>\n<p>We\u2019re also focused on adaptation, and PWD is already building resiliency through the <a href=\"https:\/\/www.phila.gov\/water\/sustainability\/greencitycleanwaters\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener\"><em>Green City, Clean Waters<\/em><\/a> plan, long-term water and wastewater plans, and the efficient operation and management of infrastructure systems.<\/p>\n<p>Some current projects underway\u2014despite the pandemic\u2014include comprehensive assessments of climate risks at our treatment plants, drafting of new recommendations that will allow us to ensure we are planning and designing infrastructure for a climate-resilient future, and new citywide coordination that is focused on effective adaptation and increased resiliency.<\/p>\n<h3>Poop Power!<\/h3>\n<p>It takes lots of energy to pump water around the city and treat water. However, as we noted above, we are working to <a href=\"https:\/\/www.phila.gov\/water\/sustainability\/energy\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">reduce the amount of energy we use<\/a> to fight climate change.<\/p>\n<p><strong>Resource recovery<\/strong>\u2014capturing and reusing the nutrients, energy and water collected at wastewater treatment plants\u2014is a major component of our strategy to reduce fossil fuel dependency. Reusing biogas, a wastewater byproduct, for energy is a central focus of recovery efforts because this abundant resource can be used to replace the fossil fuels that cause climate change.<\/p>\n<p>Annually, we use enough biogas collected from wastewater to offset <em>30,000 metric tons<\/em> of carbon dioxide equivalent (mt CO2e) emissions\u2014that\u2019s equal to taking <strong>more than 6,400 passenger vehicles<\/strong> off the road for one year.<\/p>\n<h3>Water Quality Workhorses<\/h3>\n<p>It\u2019s amazing to think about doing something good for the whole planet by harnessing the power of waste, but let\u2019s not overlook the immense good that our three <a href=\"https:\/\/www.phila.gov\/water\/wu\/wastewater\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">Water Pollution Control Plants<\/a> do locally. It is no small feat that <strong>the Delaware River was recently <a href=\"https:\/\/endangeredrivers.americanrivers.org\/delaware-river\/\" target=\"_blank\" rel=\"noopener\">named River of the Year<\/a> by the American Rivers organization<\/strong>.<\/p>\n<div class=\"embed center\">\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Our favorite <a href=\"https:\/\/twitter.com\/hashtag\/PACleanWaterWeek?src=hash&#038;ref_src=twsrc%5Etfw\">#PACleanWaterWeek<\/a> news? Check out the local scenes in their video??<a href=\"https:\/\/t.co\/GQrV23i7xs\">https:\/\/t.co\/GQrV23i7xs<\/a><\/p>\n<p>\u2014 Philadelphia Water (@PhillyH2O) <a href=\"https:\/\/twitter.com\/PhillyH2O\/status\/1251212633799303168?ref_src=twsrc%5Etfw\">April 17, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<h4>How did we get here?<\/h4>\n<p>In 1972, two years after the first Earth Day, the United States enacted the <a class=\"semibold\" href=\"https:\/\/www.epa.gov\/laws-regulations\/summary-clean-water-act\" target=\"_blank\" rel=\"noopener\">Clean Water Act<\/a>. This legislation helped turn the tide against pollution flowing into our waterways and also helped <a href=\"https:\/\/academic.oup.com\/qje\/article\/134\/1\/349\/5092609\" target=\"_blank\" rel=\"noopener\">invest in treatment plant improvements<\/a> in the late 1970s and 1980s.<\/p>\n<p>Expanded capacity at wastewater treatment plants, like the <a href=\"https:\/\/vimeo.com\/408083414\" target=\"_blank\" rel=\"noopener\">three Water Pollution Control Plants<\/a> that serve Philadelphia, had a dramatic impact on water quality. Our plants collect the sewage and other waste from Philadelphia\u2019s buildings and streets and collectively keep about <strong>415 million gallons<\/strong> of polluted water <strong>out<\/strong> of our rivers <em>each and every day<\/em>.<\/p>\n<p>That adds up to over <strong>150 billion<\/strong> gallons per year, on average. Numbers that big are not easy to wrap one&#39;s head around.<\/p>\n<p>But, because our customers help to keep that volume of pollution out of local waterways every day, rivers like the Delaware and Schuylkill have since rebounded: today you will find <a href=\"https:\/\/www.google.com\/search?rlz=1C1GCEU_enUS828US828&#038;sxsrf=ALeKk03tG1IF8oPJ7qUBkgF7hDAn15AYyg:1587571537555&#038;q=striped+bass+delaware+river&#038;tbm=isch&#038;source=univ&#038;sa=X&#038;ved=2ahUKEwiNuLTstPzoAhVllnIEHZ7jB2MQsAR6BAgEEAE&#038;biw=1093&#038;bih=486\" target=\"_blank\" rel=\"noopener\">striped bass<\/a>, <a href=\"https:\/\/www.drsfa.org\/delaware-river-shad-fishermens-association\" target=\"_blank\" rel=\"noopener\">shad<\/a>, <a href=\"https:\/\/www.phillyvoice.com\/yes-there-are-more-otters-phillys-schuylkill-river\/\" target=\"_blank\" rel=\"noopener\">river otters<\/a>, and other species that kids growing up in the decade before the Clean Water Act\u2014the people who <a href=\"https:\/\/whyy.org\/articles\/how-filthydelphia-made-earth-day-a-thing\/\" target=\"_blank\" rel=\"noopener\">gathered by the thousands at Indepence Hall and Belmont Plateau\u00a0for Earth Day 1970<\/a>\u2014<strong>could only have dreamed of seeing in Philly<\/strong>.<\/p>\n<h3>Facing the Final Frontier with a Green Philly<\/h3>\n<p>Improvements to wastewater treatment since the first Earth Day and enactment of the Clean Water Act helped to address the pollution we often think of\u2014waste dumping directly into our rivers.<\/p>\n<p>There is still room for improvement in wastewater. But today, one of our biggest challenges is dealing with <a href=\"https:\/\/19january2017snapshot.epa.gov\/nps\/what-nonpoint-source_.html\" target=\"_blank\" rel=\"noopener\">&#8220;nonpoint&#8221; pollution<\/a>: runoff and sewer overflows from our <strong>combined sewer system<\/strong>, so named because it carries combined waste from our buildings and the polluted runoff from streets, parking lots and any other surface that doesn\u2019t absorb and filter rain.<\/p>\n<p><strong>We\u2019ll let the star of our favorite TV show, <em>Welcome Back, Otter,<\/em>\u00a0explain: <\/strong><\/p>\n<div class=\"video\"><iframe loading=\"lazy\" allow=\"autoplay; fullscreen\" allowfullscreen=\"\" frameborder=\"0\" height=\"360\" src=\"https:\/\/player.vimeo.com\/video\/307146290\" width=\"100%\"><\/iframe><\/div>\n<p>Philadelphia is <a href=\"https:\/\/www.brookings.edu\/blog\/the-avenue\/2017\/05\/15\/as-green-infrastructure-pioneers-philadelphia-is-primed-for-workforce-development\/\" target=\"_blank\" rel=\"noopener\">a model for cities everywhere<\/a> because of our bold <strong><em>Green City, Clean Waters<\/em><\/strong> plan: an earth-friendly infrastructure approach that is helping to protect our waterways and improving the natural environment in city neighborhoods. The 25-year initiative benefits everything from the <a href=\"https:\/\/www.epa.gov\/green-infrastructure\/reduce-urban-heat-island-effect\" target=\"_blank\" rel=\"noopener\">heat island<\/a> to pollinators. A <strong>$4.5 billion investment<\/strong> in cleaner waterways and greener neighborhoods, <em>Green City, Clean Waters<\/em> is designed to reduce sewer overflows by <strong>8 billion gallons per year<\/strong> by 2036.<\/p>\n<p>Between 2011 and 2016, our first <a class=\"semibold\" href=\"\/blog\/big-news-green-city-clean-waters-blows-past-year-five-targets\" target=\"_blank\" rel=\"noopener\">five-year checkpoint<\/a>, we created enough green tools and <a href=\"https:\/\/www.flickr.com\/photos\/philadelphiawater\/albums\/72157710031903612\" target=\"_blank\" rel=\"noopener\">sewer improvements<\/a> to reduce annual overflows by <em>1.71 billion gallons<\/em>.<\/p>\n<p>We haven\u2019t stopped building green infrastructure systems since then and are hoping to exceed our 2021 goal: an annual reduction of more than <strong>2 billion gallons<\/strong>.<\/p>\n<p>In addition to the water quality benefits, communities all over Philadelphia now feature new green systems with trees and flowers that make our neighborhoods healthier, more vibrant places to live.<\/p>\n<div class=\"embed center\">\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Great example of <a href=\"https:\/\/twitter.com\/hashtag\/CleanWatersPHL?src=hash&#038;ref_src=twsrc%5Etfw\">#CleanWatersPHL<\/a> green infrastructure improving water quality and quality of life in our neighborhoods??
