For more detailed information, please refer to the <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/introduction\/\" data-type=\"page\" data-id=\"39\">Introduction<\/a> of the Philadelphia Stormwater Management Guidance Manual (Manual).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Determine Applicability<\/h3>\n\n\n\n<p>The requirements of PWD\u2019s Stormwater Regulations are determined by a project\u2019s <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-1\/1-1-applicability-factors\/\" data-type=\"page\" data-id=\"56\">earth disturbance<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Examples of Earth Disturbance include (but are not limited to):<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Excavation<\/li>\n\n\n\n<li>Land development<\/li>\n\n\n\n<li>Moving, depositing, stockpiling, or soil rock and other earth materials<\/li>\n\n\n\n<li>Foundation and building slab removal<\/li>\n\n\n\n<li>Subsurface utility connections and replacements<\/li>\n\n\n\n<li>New paving or full depth pavement replacement<\/li>\n\n\n\n<li>Grading, clearing, grubbing, landscaping<\/li>\n<\/ul>\n\n\n\n<p>At a minimum, development projects that propose more than 5,000 square feet of earth disturbance must submit an <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-2\/2-1-existing-resources-and-site-analysis\/\" data-type=\"page\" data-id=\"73\">Existing Resource Site Analysis (ERSA)<\/a> Application to PWD. There are additional requirements as the earth disturbance value increases:<\/p>\n\n\n\n<figure class=\"wp-block-flexible-table-block-table\"><table class=\"has-fixed-layout is-stacked-on-mobile\"><thead><tr><th colspan=\"4\" style=\"text-align:center\">Stormwater Management Requirements based on Earth Disturbance<\/th><\/tr><\/thead><tbody><tr><th style=\"text-align:center\">&nbsp;&lt;5,000 SF<\/th><th style=\"text-align:center\">&nbsp;5,000 to &lt;15,000 SF<\/th><th style=\"text-align:center\">&nbsp;15,000 SF to &lt;1 Acre<\/th><th style=\"text-align:center\">&nbsp;\u22651 Acre<\/th><\/tr><tr><td style=\"vertical-align:top\">No ERSA Submission Required. <a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/erosion-and-sedimentation-faq-for-contractors.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Install Erosion and Sediment (E&amp;S) Controls<\/a> as needed.<\/td><td style=\"vertical-align:top\">Submit an ERSA Application including an <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/appendices\/e-plan-and-report-checklists\/table-e-4-erosion-and-sediment-control-plan-requirements\/\" data-type=\"page\" data-id=\"908\">E&amp;S Plan<\/a>.<\/td><td style=\"vertical-align:top\">Submit an ERSA Application including a <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/appendices\/e-plan-and-report-checklists\/table-e-3-conceptual-stormwater-management-plan-requirements\/\" data-type=\"page\" data-id=\"907\">Conceptual Stormwater Management Plan<\/a>.<br>After obtaining Conceptual Approval submit a <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/appendices\/e-plan-and-report-checklists\/table-e-7-post-construction-stormwater-management-plan-report-requirements\/\" data-type=\"page\" data-id=\"911\">Post Construction Stormwater Management Plan<\/a>.<\/td><td style=\"vertical-align:top\">Submit an ERSA Application including a Conceptual Stormwater Management Plan.<br>After obtaining Conceptual Approval, submit a Post Construction Stormwater Management Plan. Applicant must also obtain a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.epa.gov\/npdes\/npdes-permit-basics\" target=\"_blank\">NPDES Permit<\/a> from PADEP.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>Note that there are other factors besides earth disturbance, such as development type and watershed, that will determine specific stormwater management requirements. For more information, refer to <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/design-and-permitting\/\" data-type=\"page\" data-id=\"1420\">Design and Permitting<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Going above and beyond the Regulations<\/h3>\n\n\n\n<p>In addition to the Stormwater Regulations, PWD is also responsible for reviewing residential developments that are seeking a Green Roof Density Bonus as specified in \u00a714-602.7 of the Zoning Code. This review must be conducted before the project can obtain a Zoning Permit from the Department of Licenses &amp; Inspections. <a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/green-roof-density-bonus-review-process.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Find out more about submission requirements<\/a>.<\/p>\n\n\n\n<p>For Projects located in a <a href=\"https:\/\/water.phila.gov\/maps\/csocast\/\" data-type=\"link\" data-id=\"https:\/\/water.phila.gov\/maps\/csocast\/\">combined sewer service area<\/a>, PWD funding may be available to upsize stormwater management systems to capture runoff from existing impervious area either on site or in adjacent public streets.
