{"id":1422,"date":"2023-06-30T14:32:10","date_gmt":"2023-06-30T18:32:10","guid":{"rendered":"https:\/\/water.phila.gov\/development\/?page_id=1422"},"modified":"2025-11-07T12:59:25","modified_gmt":"2025-11-07T17:59:25","slug":"construction","status":"publish","type":"page","link":"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/construction\/","title":{"rendered":"Construction"},"content":{"rendered":"\n<p class=\"has-gray-blue-color has-text-color has-md-font-size\">Within PWD Development Services, the Stormwater Inspections program is responsible for inspection of private development projects during construction that have been <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/design-and-permitting\/\" data-type=\"page\" data-id=\"1420\">designed and permitted<\/a> to meet the <a href=\"https:\/\/water.phila.gov\/regulations\/\" data-type=\"link\" data-id=\"https:\/\/water.phila.gov\/regulations\/\">PWD Stormwater Regulations<\/a>.<\/p>\n\n\n\n<p>Throughout construction, PWD inspectors will visit the development site to confirm that the Post\u2011Construction Stormwater Management (PCSM) and Erosion &amp; Sedimentation (E&amp;S) Control systems are installed according to the Approved Plans. Below is a timeline with key resources that are needed through construction.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Preconstruction Meeting<\/h3>\n\n\n\n<p>A preconstruction meeting is required for all projects in the&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-2\/2-2-review-paths\/#2.2.1\" data-type=\"page\">Development Compliance<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-2\/2-2-review-paths\/#2.2.4\" data-type=\"page\">Retrofit<\/a>&nbsp;Review Paths. Please contact PWD Stormwater Inspections (215)-685-6387 at least seven (7) days before the start of construction to schedule a&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-5\/5-1-construction-inspection\/#5.1.2\" data-type=\"page\">preconstruction meeting<\/a>.&nbsp;Be sure to have the project\u2019s PWD tracking number available for reference.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Active Construction Inspections<\/h3>\n\n\n\n<p>PWD Stormwater Inspections will visit the site frequently to ensure that adequate E&amp;S measures are in place and construction is proceeding according to the approved PCSMP. Some things to keep in mind during construction:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Follow best practices in installing and maintaining&nbsp;<a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/erosion-and-sedimentation-faq-for-contractors.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">erosion and sediment control<\/a>&nbsp;measures to prevent sediment, debris, trash, and concrete washout from entering inlets and stormwater management practices (SMPs)<\/li>\n\n\n\n<li>Minimize vehicle traffic over and around SMPs<\/li>\n\n\n\n<li>Minor weir and orifice changes can significantly impact an SMP\u2019s performance<\/li>\n\n\n\n<li>PWD must be notified of additional work or changes in scope.&nbsp;<\/li>\n\n\n\n<li>Significant modifications may require a Field Change to be submitted to Stormwater Plan Review, as described in&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-2\/2-3-review-phases\/#2.3.1\" data-type=\"page\">Section&nbsp;2.3.1<\/a>&nbsp;of the Philadelphia Stormwater Management Guidance Manual (Manual).&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Active Construction Permits<\/h3>\n\n\n\n<p>There are common permits that may be needed during construction that are issued by other PWD units and City agencies. A Final Inspection may be scheduled when a phase is completed or when a subcontractor has completed all their stormwater work. The initial Final Inspection for all sites <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/inspection-request\/\">must be requested via this form<\/a>.<\/li>\n\n\n\n<li>A construction certification package is created by the design engineer during the review process and must be completed by the contractor or owner\u2019s designee. Certification package sections for individual SMPs must be submitted upon completion of individual systems.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-5\/5-3-construction-documentation\/#5.3.2\" data-type=\"page\">Record Drawings<\/a>&nbsp;are required for every project.
