This includes systems such as&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-4\/4-1-bioinfiltration-bioretention\/\" data-type=\"page\" data-id=\"872\">bioinfiltration\/bioretention\/rain gardens<\/a>,&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-4\/4-4-subsurface-infiltration\/\" data-type=\"page\" data-id=\"875\">subsurface infiltration basins<\/a>, <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-4\/4-2-porous-pavement\/\" data-type=\"page\" data-id=\"873\">porous pavement<\/a>,&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-4\/4-3-green-roofs\/\" data-type=\"page\" data-id=\"874\">green&nbsp;<\/a>\/<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-4\/4-6-blue-roofs\/\" data-type=\"page\" data-id=\"877\">blue roofs<\/a>, and&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-4\/4-9-media-filters\/\" data-type=\"page\" data-id=\"880\">media filtration devices<\/a>&nbsp;within a site\u2019s plumbing.&nbsp;<\/p>\n\n\n\n<p>All properties where SMPs were installed to comply with regulatory requirements, or to receive a credit on the monthly water bill, are responsible for maintaining those SMPs. For development projects that trigger the PWD&nbsp;<a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/appendices\/c-pwd-stormwater-regulations\/\" data-type=\"page\" data-id=\"895\">Stormwater Regulations<\/a>, an <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/chapter-6\/6-1-property-owner-inspections-and-maintenance\/#6.1.2\" data-type=\"page\">Operations and Maintenance Agreement<\/a> is recorded to the deed of the property to notify future owners of their responsibility to preserve and maintain their SMPs and site configuration. Property owners who are intending to make modifications to site configuration or SMPs must contact PWD Private Development Services before making any modifications.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Maintenance Guidance<\/h3>\n\n\n\n<p>Did you know that SMPs require regular maintenance?<\/p>\n\n\n\n<p>PWD has&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/smp-maintenance-guidance.pdf\" target=\"_blank\">maintenance fact sheets<\/a>&nbsp;for each SMP type to help guide you. PWD also has an example SMP Maintenance Guide available for reference. The SMP Maintenance Guide is created by the design professional and will be unique to each project. It will be used as a reference for future property owners to ensure successful maintenance of the site and systems. <\/p>\n\n\n\n<p>An&nbsp;<a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/smp-maintenance-guide-information.docx\">SMP Maintenance Guide<\/a>&nbsp;must be submitted for each project and must be accompanied by a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/sample-smp-maintenance-guide-site-map.pdf\" target=\"_blank\">Site Map<\/a>&nbsp;and a separate&nbsp;<a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/smp-maintenance-schedule-forms.xlsx\">Maintenance Schedule Form<\/a>&nbsp;for each SMP to allow the owner to track all maintenance activities for their site. SMP Maintenance Guide instructions&nbsp;are available on the first page of the SMP Maintenance Guide to guide you through the creation of these items.<\/p>\n\n\n\n<p>Some SMPs, such as porous pavement and subsurface systems, require special equipment and\/or training to maintain. If you are unsure who to contact for maintenance services, PWD offers a list of\u00a0<a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/smp-maintenance-contractors.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">local contractors<\/a>\u00a0that perform this work. There may be other qualified contractors who can help as well. (<em>As of 7\/7\/2025, a new version of the local contractor list is now available. If you have accessed the list previously, you may need to clear your browser cache to see the latest version.)<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">PWD Post\u2011Construction Inspections<\/h3>\n\n\n\n<p>PWD periodically inspects properties to check the functionality and maintenance of the SMPs. PWD will contact the property owner of record to schedule these inspections.
