A Meter Installation Permit is required to install or replace a water meter.<\/p>\n\n\n\n<!--more-->\n\n\n\n<div class=\"wp-block-ls-divwrap aligncenter  has-light-yellow-background-color is-style-small-solid\">\n<p class=\"has-md-font-size\"><strong>For all work in city streets<\/strong> the plumber must also secure <a rel=\"noreferrer noopener\" href=\"https:\/\/stsweb.phila.gov\/streetclosure\/\" target=\"_blank\">lane closure permits through the Philadelphia Streets Department website<\/a>.<\/p>\n\n\n\n<p>The plumber <strong>must<\/strong> contact the Streets Department Highway District to verify street opening and backfill.<\/p>\n<\/div>\n\n\n\n<section class=\"wp-block-ls-fwsection alignwide has-white-background-color\"><div class=\"container\">\n<h2 class=\"wp-block-heading\">Permitting Procedure<\/h2>\n\n\n\n<p class=\"has-md-font-size\">The following steps should be followed in order to obtain PWD Water Connection, Sewer Connection or Meter Installation Permit(s).<\/p>\n\n\n\n<p><em><strong>For repairs to existing water or sewer connections, skip to step 2.<\/strong><\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"wp-block-columns step is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h3 class=\"wp-block-heading\">1. Apply for your <span class=\"ib\">pre-permit(s)<\/span> through PWD Water Transport Records<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<h4 class=\"wp-block-heading\">To request a water* and\/or sewer connection <span class=\"ib\">pre-permit,<\/span> email <a href=\"mailto:WTR@phila.gov\">WTR@phila.gov<\/a> with the following:<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Project address<\/li>\n\n\n\n<li><a href=\"https:\/\/water.phila.gov\/development\/connections\/utility-plan-review\/\">Approved Utility Plan<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/fire-flow-test-procedure.pdf\" data-type=\"link\" data-id=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/fire-flow-test-procedure.pdf\">Flow Test<\/a><\/li>\n\n\n\n<li>A list of each proposed lateral\/service where a pre-permit is needed, including:\n<ul class=\"wp-block-list\">\n<li>Pipe size<\/li>\n\n\n\n<li>Pipe material<\/li>\n\n\n\n<li>Lateral\/service type<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Plumber\u2019s License number and Fire Suppression Contractor\u2019s license number (when applicable)<\/li>\n\n\n\n<li><em>*Please note the water connection pre-permit is a prerequisite in applying for both the Water Connection Permit and Meter Installation Permit for new connections.<\/em><\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<div class=\"wp-block-columns step is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h3 class=\"wp-block-heading\">2. Contact the PWD Permit Unit to convert your Pre-Permit to water and\/or sewer permit(s)<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<h4 class=\"wp-block-heading\">Request your permits by emailing <a href=\"mailto:Jason.Pezzetti@phila.gov\">Jason.Pezzetti@phila.gov<\/a> with the information and documents specified below.<\/h4>\n\n\n\n<p>PWD Permit Unit can only process <strong>five <\/strong>permit requests at a time and requires at least 1 business day to generate the invoice(s) and email the information back to you. <\/p>\n\n\n\n<p><strong>Once the PWD Permit Unit provides a copy of the invoice(s), please review and verify that all information is correct prior to payment.<\/strong> Once a permit is paid for, edits cannot be made without a cancellation request and refund. Following a cancellation request and refund, you must apply for a new replacement permit and submit new payment. For questions, the PWD Permit Desk can be reached at 215-685-3015.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The following information and documents must be provided via email: <\/h4>\n\n\n\n<h5 class=\"wp-block-heading\">Required for all Connection Permits: <\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pre-permit application, completed and approved<\/li>\n\n\n\n<li>Plumber\u2019s name and registered license number<\/li>\n\n\n\n<li>OPA addresses for service <em>(shown on pre-permit application)<\/em>\n<ul class=\"wp-block-list\">\n<li><strong>No AKAs will be accepted<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Current PA-1 call number<\/li>\n\n\n\n<li>Size of street opening in approximate square feet (sq.&nbsp;ft.)\n<ul class=\"wp-block-list\">\n<li>18&nbsp;sq.&nbsp;ft. minimum; extra cuts increase square feet in 9&nbsp;sq.&nbsp;ft. increments. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Approved Utility Plan<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">Required for Water\/Fire Service Connection &amp; Meter Installation Permits:<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Water service size<\/li>\n\n\n\n<li>For new water service type: specify 13, 13R, or 13D\n<ul class=\"wp-block-list\">\n<li>For 13 \u2013 Provide completed <a rel=\"noreferrer noopener\" href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/form-cp-100.pdf\" target=\"_blank\">CP-100 form<\/a> and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/apply-for-a-permit\/building-and-repair-permits\/get-a-fire-suppression-permit\/\" target=\"_blank\">L&amp;I sprinkler permit<\/a><\/li>\n\n\n\n<li>For 13R \u2013 Provide completed<a rel=\"noreferrer noopener\" href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/form-cp-100.pdf\" target=\"_blank\"> CP-100 form<\/a> and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/apply-for-a-permit\/building-and-repair-permits\/get-a-fire-suppression-permit\/\" target=\"_blank\">L&amp;I sprinkler permit<\/a><\/li>\n\n\n\n<li>For 13D \u2013 Provide <a rel=\"noreferrer noopener\" href=\"https:\/\/www.phila.gov\/services\/permits-violations-licenses\/apply-for-a-permit\/building-and-repair-permits\/get-a-fire-suppression-permit\/\" target=\"_blank\">L&amp;I sprinkler permit<\/a><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Specify domestic water service, fire service, or combined domestic\/fire service<\/li>\n\n\n\n<li><a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/form-cp-100.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">CP-100<\/a> <em>(required for water services 4&#8243; and greater, 5 or more residential units and all commercial buildings)<\/em><\/li>\n\n\n\n<li>For Fire Service only, plumber must provide letter from Fire Suppression Contractor to obtain permit<\/li>\n\n\n\n<li>Meter Installation Permits can be issued in tandem with Water Connection Permits for new connections<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">Required for New Sewer Connection or Sewer Lateral Repair Permits<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sewer lateral size<\/li>\n\n\n\n<li>Sewer lateral type \u2013 Combined\/Storm\/Sanitary<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<div class=\"wp-block-columns step is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h3 class=\"wp-block-heading\">3. The PWD Permit supervisor will email you a copy of the invoice(s) .<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>You will need to present the invoice(s), Payment Vouchers, and Quick Vouchers to the Revenue Cashier to make your payment during your scheduled appointment.<\/p>\n\n\n\n<p>Note that if the Registered Plumber has any outstanding payments PAST DUE for more than 30 days, PWD may not generate any new permit invoices. <\/p>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<div class=\"wp-block-columns step is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h3 class=\"wp-block-heading\">4. Pay for permit invoices through the Revenue Payment Unit.<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<ul class=\"wp-block-list\">\n<li>The cashiering window service at MSB is open from 8am to 5pm.&nbsp;<\/li>\n\n\n\n<li>Cashiers are permitted to process up to 10 transactions\/payments at one time.&nbsp;<\/li>\n\n\n\n<li>MSB cashiers accept cash, checks, money orders, and credit cards as forms of payment. <\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<div class=\"wp-block-columns step is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h3 class=\"wp-block-heading\">5. Pick up your permit(s).<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>After making payment with the Revenue Payment Unit, the Registered Plumber, Fire Suppression Contractor, or a representative on their behalf must visit the PWD counter on the basement floor of the Municipal Services Building to obtain the printed permit.<\/p>\n\n\n\n<p>PWD Permit Desk hours are 8am-3:30pm, Monday-Friday. <em>&nbsp;<\/em>The clerk at the PWD Permit Desk will validate the permit(s) and print a paper&nbsp;copy.<\/p>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<div class=\"wp-block-columns step is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<h3 class=\"wp-block-heading\">6. After the permits are received, schedule the required inspections\/installations:<\/h3>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<ul class=\"wp-block-list\">\n<li><strong>Sewer Connection Permits<\/strong> \u2013 refer to the <a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/sewer-connection-manual.pdf\">Sewer Connections and Repair Manual<\/a> for instructions on how to schedule the lateral inspection<\/li>\n\n\n\n<li><strong>Water Connection Permits<\/strong>\n<ul class=\"wp-block-list\">\n<li>2&#8243; or smaller \u2013 Contact the Drill desk at <span class=\"ib\">(215)&nbsp;685-9627<\/span> to schedule the ferrule&nbsp;tap<\/li>\n\n\n\n<li>4&#8243; or greater \u2013 Complete and submit a <a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/new-connection-form.pdf\">New Water Connection Request form<\/a>, provided with your approved utility plan and water connection permit to <a href=\"mailto:PWD_Water_Connections@phila.gov\">PWD_Water_Connections@phila.gov<\/a>.\n<ul class=\"wp-block-list\">\n<li><strong><em>Please anticipate a 10-12 week lead time from the date you submit your request for installation.<\/em><\/strong> <em>You will receive a confirmation email with the details needed to follow up on the status of your request. <\/em><br><em>Alternatively, you can inquire about status by calling <span class=\"ib\">(215) 685-9645.<\/span><\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Meter Installation Permits<\/strong>\n<ul class=\"wp-block-list\">\n<li>To schedule your meter installation, contact the PWD Permit Desk at 215-685-3015 with your name, callback number, site address, and Meter Installation Permit number.&nbsp;\n<ul class=\"wp-block-list\">\n<li>A PWD Staff member will return your call within 48 hours to schedule your meter installation appointment.
