I\u200bn light of the on-going COVID-19 pandemic, Private Development Services has made a number of programmatic changes. For a complete list of these changes please see the homepage alert as well as our newsfeed.  Although our staff continues to work remotely we are making every effort to expand services. New for 2021: Limited In-Person Drop-Offs, Virtual Walk-Ins<\/strong>, and the Reg Finder<\/strong>. <\/p>\n\n\n\n

In-Person Drop-Offs (Pre-Registration Required)<\/h3>\n\n\n\n

Since March 2020, we have continued efforts to make the review process accessible via remote conditions. However, applicants must still pay review fees by check and provide an executed hard copy of the O&M Agreement. To better facilitate this process, an In-Person Drop-off option is being provided. Beginning February 16, 2021<\/strong>, applicants who pre-register will be able to drop-off documents (review fee payments and O&M Agreements only) to PWD Headquarters.  <\/p>\n\n\n\n

In-Person Drop-Offs will\u00a0ONLY\u00a0be available\u00a0as follows:\u00a0<\/h4>\n\n\n\n

To pre-register, applicants must\u00a0email\u00a0pwd.planreview@phila.gov<\/a><\/strong>\u00a0by 4pm<\/strong>\u00a0the\u00a0day prior<\/strong>\u00a0and\u00a0confirm the\u00a0requested\u00a0drop off date<\/strong>,\u00a0project tracking number<\/strong>,\u00a0items to be delivered<\/strong>,\u00a0and\u00a0the\u00a0name of\u00a0the\u00a0person\u00a0and company\u00a0who will be delivering the documents<\/strong>.\u00a0Visitors\u00a0must\u00a0wear\u00a0a face covering\u00a0at all times\u00a0when in the building\u00a0and\u00a0bring\u00a0photo ID\u00a0for security purposes. To obtain a\u00a0stamped receipt,\u00a0you must bring\u00a0a\u00a0copy of\u00a0the\u00a0PWD\u00a0invoice.\u00a0\u00a0<\/p>\n\n\n\n

Note that drop-offs will be handled entirely by administrative staff. Review staff will not be available to discuss project specifics or issue approval letters in person. To accelerate the approval process, you may email your reviewer a copy of the stamped invoice receipt.<\/p>\n\n\n\n

Reg Finder Now Live!\u00a0<\/h3>\n\n\n\n

To aid in the project planning process, PWD has released a new\u00a0a new\u00a0GIS-based\u00a0tool:\u00a0Reg Finder<\/a><\/strong>. The Reg Finder is a GIS application that allows applicants to determine site-specific regulatory requirements\u00a0prior to submitting an ERSA application.\u00a0In addition, information can be downloaded as a PDF\u00a0for easy sharing.\u00a0<\/p>\n\n\n\n

Review Timelines\u00a0<\/h3>\n\n\n\n

Review times are approaching normal for most stormwater reviews: 5 -10 days<\/strong> for conceptual reviews, 15 days<\/strong> for Post Construction Stormwater Management Plan (PCSMP) Reviews, and 5 days<\/strong> for expediated PCSMP Reviews. <\/p>\n\n\n\n

Check your Application Status<\/a><\/h5>\n\n\n\n

Most projects undergo multiple rounds of review at both the Conceptual and PCSMP review stages prior to obtaining approval. The average length of time from initial ERSA Submission to PCSMP Approval is 8 months<\/strong>.<\/strong> This includes time spent with PWD for review, but the majority of time is spent with the applicant for revisions. Most projects obtain Conceptual Approval within 1 month<\/strong> and PCSMP Approval within 4 months<\/strong>, with an average of 3 months<\/strong> between the two review steps. Applicants are encouraged to use these timelines when planning their projects especially if they have critical funding or tax abatement deadlines.<\/p>\n","protected":false},"excerpt":{"rendered":"
