On May 19<sup>th<\/sup>, PWD hosted a webinar to provide an overview of these planned changes. Read on for more and a link to the presentation recording.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>PWD Stormwater Regulations Updates Webinar<\/strong><\/h4>\n\n\n\n<div style=\"height:11px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>To introduce the proposed changes to PWD\u2019s Stormwater Regulations and related Guidance Manual updates, on\u00a0<strong>May 19<\/strong>\u00a0Development Services hosted a Zoom webinar expressly for the development community and design professionals. A recording (approx. 45 minutes) of this virtual presentation may be accessed <a href=\"https:\/\/water.phila.gov\/development\/wp-content\/uploads\/media\/20260519-pwd-sw-regulations-update-webinar.mp4\">using this link<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Updates to PWD&#8217;s Stormwater Regulations Proposed for July 1, 2026<\/strong><\/h4>\n\n\n\n<div style=\"height:7px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Beginning this July, the Philadelphia Water Department proposes to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Exempt<\/strong> <em>Small Residential Development<\/em> from Post-Construction Stormwater Management requirements. <em>Small Residential Development<\/em> is a project that proposes less than 1-acre earth disturbance, consisting of buildings used exclusively as one- or two-family dwellings.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Expand <\/strong>Public Health and Safety (PHS) Release Rate areas. Projects in a PHS Release Rate area must comply with the set maximum release rate for the one-year through 10-year storm events.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Require<\/strong> approval of Erosion and Sediment (E&amp;S) Control Plans for projects proposing earth disturbances of 5,000 SF and greater.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Stormwater Management Guidance Manual version 3.4 debuts July 1, 2026<\/strong><\/h4>\n\n\n\n<div style=\"height:9px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Accompanying the proposed July 1 changes to Philadelphia&#8217;s Stormwater Regulations, Development Services will release the latest iteration of the <em>Stormwater Management Guidance Manual<\/em>, version 3.4. Notable updates include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>new map<\/strong> illustrating the expanded Public Health and Safety (PHS) Release Rate areas (<a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/draft-labeled-zoomedrates-halflegend-2.pdf\">link<\/a>)<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The addition of two new Stormwater Management Practices (SMPs):\n<ul class=\"wp-block-list\">\n<li><strong>Blue-Green Roof<\/strong> hybrid system (<a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/draft-smp-onesheet-blue-greenroofs-v34.pdf\">link to one-sheet<\/a>)<\/li>\n\n\n\n<li><strong>Drainage Wells<\/strong> (<a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/draft-smp-onesheet-drainagewells-v34.pdf\">link to one-sheet<\/a>)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The reclassification of <strong>Porous Pavements<\/strong> to <strong>Porous Surfaces<\/strong>\n<ul class=\"wp-block-list\">\n<li><em>Porous Asphalt, Porous Concrete,<\/em> and <em>Resin-bound Aggregate<\/em> will be <strong>removed<\/strong> from the Manual<\/li>\n\n\n\n<li><em>Permeable Pavers, Reinforced Turf, Artificial Turf, <\/em>and <em>Porous Play\/Safety Surface<\/em> will <strong>remain<\/strong>, under the category of &#8220;Porous Surfaces&#8221;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Other SMP design modifications to improve SMP access, maintenance, and longevity<\/li>\n<\/ul>\n\n\n\n<p>These newly added SMPs, as well as the reclassification of acceptable Porous Surfaces, are reflected in PWD&#8217;s revised &#8220;SMP Hierarchy&#8221; below.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/water.phila.gov\/wp-content\/uploads\/images\/table-32-2-smp-hierarchy-2026a.jpg?w=1200\" alt=\"\" class=\"wp-image-37831\" style=\"aspect-ratio:1.1299601277090352;width:441px;height:auto\"\/><figcaption class=\"wp-element-caption\"><em>PWD\u2019s revised SMP Hiearchy (effective 07.01.2026)<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Updates to the Plan Review Portal<\/strong><\/h4>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\"   src=\"https:\/\/water.phila.gov\/development\/wp-content\/uploads\/2026-06-02-124825_plan-review-dash-screenshot-original.png\" alt=\"\" class=\"wp-image-7265\"\/><\/figure>\n\n\n\n<p>Last week, Development Services debuted updates to the Plan Review Portal\u2019s dashboard section. Users will now see four distinct locations that more accurately represent our various project reviews. Most notably, Stormwater Retrofit (aka, Stormwater Grants) applicants now have their own category separate from Stormwater Plan Review.
