Updated charges and fees most relevant to Development Services\u2019 customers are collected within the following table. Completed projects become eligible for <em><a href=\"https:\/\/water.phila.gov\/stormwater\/incentives\/credits\/\">Stormwater Credits<\/a><\/em>, which can reduce monthly stormwater bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PWD accepts Stormwater Grants applications twice yearly, in spring and fall, and 2026&#8217;s fall application cycle is already underway.<\/p>\n\n\n\n<div style=\"height:4px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"text-decoration: underline;\">Key Dates<\/span>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>&#8220;Pre-App&#8221; Meeting Request Window: <strong>Aug. 10-Sept. 18, 2026<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pre-App Meetings Conducted: <strong>Aug. 17-Oct. 2, 2026<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Application Submission Deadline: <strong>Oct. 16, 2026<\/strong><\/li>\n<\/ul>\n\n\n\n<div style=\"height:4px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">*Note that a required pre-application (or \u201cPre-App\u201d) meeting must be scheduled and conducted <em>before<\/em> an application may be submitted. Interested applicants should request their fall pre-application meetings no later than Friday, September 18.<\/p>\n\n\n\n<div style=\"height:8px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/water.phila.gov\/stormwater\/incentives\/grants\/\">Go to PWD&#8217;s Stormwater Grants Webpage<\/a> <em>(link)<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Administrative Code Changes Effective Oct. 1<\/strong><\/h4>\n\n\n\n<div style=\"height:8px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">As announced this summer by Philadelphia&#8217;s Department of Licenses and Inspections, several <a href=\"https:\/\/codelibrary.amlegal.com\/codes\/philadelphia\/latest\/philadelphia_pa\/0-0-0-267964\" target=\"_blank\" rel=\"noopener\">Administrative Code<\/a> changes go into effect next month. Those most relevant to PWD Development Services\u2019 customers are summarized below. Click link at end of this section for additional information.<\/p>\n\n\n\n<div style=\"height:4px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"text-decoration: underline;\">Prerequisite Dust Control Permit<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Dust Control Permit, issued by the Department of Public Health, Air Management Services (AMS), is required for any project involving 5,000 square feet or more of earth disturbance, including clearing and grubbing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Starting October 1, the required Dust Control Permit must be submitted with a demolition, building, or site permit application that involves 5,000 square feet or more of earth disturbance before L&amp;I can issue the associated permit.<\/p>\n\n\n\n<div style=\"height:4px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"text-decoration: underline;\">New Site Permit Requirements<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beginning\u00a0October 1<strong>,\u00a0<\/strong>a Site Permit will be required for the following earthwork activities to better align with the Zoning Code requirements for Site Permits:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Earth disturbance exceeding 1,400 square feet on slopes greater than 15% within the Steep Slope Protection Area, as defined in \u00a7 14-704(2); or<\/li>\n\n\n\n<li>Earth disturbance exceeding 500 square feet within the Wissahickon Watershed Overlay, as defined in \u00a7 14-510, except on sites designated as Category 5 on the associated Impervious Coverage Map.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For projects involving a single building, this work may instead be included as part of a Building Permit application.<\/p>\n\n\n\n<div style=\"height:8px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/myemail.constantcontact.com\/Licenses-and-Inspections-Newsletter-July-2026.html?soid=1125647481069&amp;aid=h5Xyc3vvFQs\">Read more about Philadelphia Administrative Code changes<\/a><em> (link)<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\">Reminder: Updated PWD Stormwater Regs and Guidance Manual<\/h4>\n\n\n\n<div style=\"height:8px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">On July 1, 2026, the Philadelphia Water Department issued <a href=\"https:\/\/water.phila.gov\/wp-content\/uploads\/files\/pwd-regulations-chapter-6.pdf\">updated Stormwater Regulations<\/a> along with a revised <em><a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/\">Stormwater Management Guidance Manual<\/a><\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The updated regulations feature a new building category, &#8220;Small Residential Development,&#8221; which now exempts housing projects under 1-acre from stormwater management requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the Manual adds two new acceptable Stormwater Management Practices (SMPs) for project site designers and a new map of Philadelphia&#8217;s <a href=\"https:\/\/water.phila.gov\/development\/stormwater-plan-review\/manual\/appendices\/d-watershed-and-phs-release-rate-maps\/\" target=\"_blank\" rel=\"noopener\">Public Health and Safety (PHS) Release Rate areas<\/a>.<\/p>\n\n\n\n<div style=\"height:8px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/water.phila.gov\/development\/2026\/07\/pwd-development-services-newsletter-july-2026\/\">Read more about Updated PWD Stormwater Regs &amp; Manual<\/a> <em>(link)<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Questions or comments concerning this newsletter may be submitted to Development Services via&nbsp;<a href=\"mailto:PWD_DevServices@phila.gov\" target=\"_blank\" rel=\"noopener\">PWD_DevServices@phila.gov<\/a>&nbsp;or 215-685-0798.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>*** PWD\u2019s 2026-27 Updated Rates and Charges in Effect *** Greetings, Philadelphia Development Community: This month&#8217;s newsletter provides a summary of the recently updated Rates and Charges pertinent to development projects, reminders about PWD\u2019s Stormwater Grants program, and information concerning Administrative Code updates.
