On Thursday, June 1, Philadelphia Water Department Commissioner Randy Hayman and his leadership team joined Deputy Managing Director for the Office of Transportation and Infrastructure Mike Carroll in testifying before City Council’s Joint Environment and Transportation and Public Utilities Committee to detail the City’s response following the March 2023 spill that impacted the Delaware River in Bucks County.

Also testifying were Dr. Cheryl Bettigole, Health Commissioner, and Dominick Mireles, Director of Emergency Management.
