All work on Chelten Ave is complete, as of July 2025.

Remaining work for Project #20464:

• 2 Green Stormwater Infrastructure (GSI) Systems on Wayne Ave. and E Price St.
• 9 ADA Ramps Installation
• Pavement restoration along Wayne Ave. from Coulter St. to Chelten Ave.

Contractor is scheduled to return to work the week of September 2, 2025.

Contractor (PIO) will resume work on-site on Monday, March 3rd.

The Philadelphia Water Department (PWD) will join Germantown United CDC at their next meeting on Wednesday, January 22nd, 2025 @ 7:00pm.

Goal: Discuss the current state of Chelten Ave, and the timeline & steps to complete construction work for Project #20464.

As of December 2024, the contractor for Project #20464 has completed all restoration work on E. Price Street, Maplewood Avenue, and Haines Street.

Following the holidays, street restoration work will be completed on Heiskell Street, followed by Wayne Avenue, and finally, Chelten Avenue.

PWD attends Councilmember Bass’ Town Hall on Thursday, May 2, 2024 to share updates on Project #20464. Attached is a project summary.

#20464 Construction Updates:

• Maplewood Ave has passed testing and property tie-ins to the new main will begin December 11 and require water shutoffs
• Haines St and Wayne St (from Coulter to Schoolhouse) are waiting for testing results
• Heiskell St, Chelten Ave, and Wayne St (from Schoolhouse to Chelten) are waiting for sampling to go to testing
• Fresh temporary pavement has been laid while waiting for testing (see attached images)

1. The new water mains have been installed but have not been connected yet.
2. Mains must go through a series of tests before we can put them in service and connect them to the customers’ properties.
3. The timing of this connection work is coordinated with the customer in advance.
4. Street restoration is the final step.

Danella Companies (Hired Contractor) have provided the following estimated schedule*:

• Testing of new water mains: through November
• Connection to service lines: end of November – December
• Final tie-in: early December

* The estimated schedule depends on the results of the tests.

The Philadelphia Water Department will join Penn Knox Neighborhood Association to host a project update meeting on Tuesday, November 7, 2023 at 7pm. The meeting will be held virtually on Zoom.

This community meeting will review the installation of new water mains and discuss impacts on Chelten and Wayne Ave commercial corridors and the surrounding neighborhood.

The Department of Commerce will be present to share resources available for businesses impacted by construction.

Updates for Project #20464, October 2023:

1. There are planned full closures along Chelten Street. The last day with a full closure is Thursday, November 2, 2023.
2. There will be upcoming water shutoffs. Before any shutoffs or tie-ins to the new main, PWD makes sure to notify the public and provide notices to the affected customers.
3. To ensure the safety and efficiency of the restoration process, steel plates have been used to cover the work during the night.
4. The timeline for the full restoration of the streets is dependent on the completion of the water main testing: samples must pass for safety. Once samples have passed the necessary tests, PWD will begin the restoration process.
