Online Submission for Utility Plan Review

Beginning July 1, 2022 all Utility Plan Review submissions must be made online at www.pwdplanreview.org. The new Project Dashboard will assign tracking numbers, allow for review tracking, provide confirmation emails, among other improvements. For questions contact pwdur@phila.gov.

Utility Plan Review Pandemic Extensions 

Utility Plan Approvals are valid for 2 years unless otherwise specified on the approval stamp. The approval stamp used from ~April – ~July 2020 was modified referencing extension eligibility due to the pandemic. If your Utility Plan Approval was issued with this stamp a 6 month extension on top of the 2 years will automatically be granted. You do not need to contact PWD to receive this extension. 

Act 537 Updates: New Mailer 

PWD’s Sewage Facilities Planning Program (Act 537) has revised the application mailer for Philadelphia County. Please refer to PWD’s online resources to download the new mailer. If you have downloaded the mailer previously you will need to clear your browser history to view the new mailer.  For questions contact PWDAct537@phila.gov

Stormwater Regulations Update: O&M requirements and Channel Protection and Flood Control Exemptions

On July 1, 2022 small updates to PWD’s Stormwater Regulations will go into effect. These changes include updates to how Operations and Maintenance (O&M) Agreements are disposed on government property and narrowing automatic exemptions from Flood Control and Channel Protection in the Schuylkill Watershed to just projects that discharge directly to the Schuylkill River, Manayunk Canal and Mingo Creek. These changes can be viewed on July 1 and will become effective for all ERSA applications submitted on or after that date.     

O&M Agreement Process Change 

Effective Immediately, PWD will no longer provide electronic copies of recorded O&M agreements as part of the recording process. If an applicant provides two copies of a signed O&M agreement PWD will return the executed copy to the address specified in section 19 of the agreement along with the document recording number. Electronic copies can still be requested from the Department of Records or PWD.
