Updated Utility Plan Review (UPR) Checklist

The Utility Plan Review (UPR) Checklist has been updated to clarify existing requirements. These updates include: 

  • Specifying that proposed Private Infrastructure follow the easement requirements of the Plumbing Code. 
  • Adding a requirement to show all encroachments, whether temporary or permanent, within a public Right-of-Way or PWD Drainage Right-of-Way. This includes temporary construction features such as fencing, material and equipment storage. 
  • Specifying that proposed egress wells within the Right-of-Way must have a minimum horizontal clearance of 10’ from PWD infrastructure. In addition, proposed overhangs within 5’ of any PWD utility must have at least 13’-6” vertical clearance, or 2 times the depth of the nearest utility (whichever value is greater).  
  • Requiring field change submissions made during active construction to label all constructed features on the plan.

The updated checklist should be used immediately for all new submissions, resubmissions, and field changes.

As a reminder, when making a field change submission through the pwdplanreview.org portal, the required memo should indicate what changes have been made to the plan since the previous approval and the project construction status. Projects in active construction must also include a summary of constructed features.
