Combined Sewer & MS4 NPDES Annual Reports
As authorized by the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. PWD summarizes annual discharges and other activities that occur in Philadelphia sewershed areas.

CSO Long Term Control Plan
The EPA requires municipalities to create a CSO Long Term Control Plan (LTCP) to develop and evaluate a range of CSO control alternatives to meet water quality standards. In most cases this requires better maintenance and management of stormwater.
Part of our plan includes studying our combined sewer systems, rivers and streams. This means we now know how our system is working, and where we can make changes to help it work better.
Watershed Plans and Reports
PWD has created or collaborated with watershed stakeholders to create several assessment and planning documents for our watersheds. These documents range from detailed characterization reports summarizing technical information to more holistic conservation plans intended to enhance quality of life for residents in our watersheds.
Drinking Water Quality Reports
Every year PWD publishes an annual drinking water quality report. The report is mailed to every resident in the city and contains a wealth of information regarding the source, safety and contents of the City’s drinking water, as well as Philadelphia’s source water protection efforts.
